The thesis

ADVANCE Act + IRA + hyperscaler PPAs create structural nuclear support not seen since 1970s

ADVANCE Act July 2024 (NRC modernisation, fee reductions, advanced reactor frameworks). IRA Section 45U PTC $15/MWh for existing reactors + 45J advanced nuclear + 45Q CCS-coupled. Hyperscaler nuclear PPAs: Microsoft Three Mile Island restart Constellation (Sept 2024), Google + Kairos Power 7 SMR fleet (Oct 2024), AWS + Talen Susquehanna (Sept 2024). Combined regulatory + tax + customer-demand stack is structural.

State of the art (2026)

The DOE Reactor Pilot Program under Executive Order 14301 has overtaken the NRC as the fastest route to first power. Antares' Mark-0 heat-pipe microreactor reached zero-power criticality at Idaho National Laboratory's RACE facility on 4 June 2026 – the first novel reactor design to go critical at INL in over 50 years – with Aalo Atomics' Project First Light close behind under DOE-Idaho authorisation. NRC's commercial track is reforming in parallel: Part 53 took effect on 29 April 2026 and the microreactor-specific Part 57 was proposed in May 2026. With the licensing logjam easing, HALEU and TRISO fuel supply, not regulation, is now the constraint on commercial deployment.

BWXT Project Pele + Xe-100 Dow Seadrift + eVinci INL are the credible FOAK programmes 2027-2030

Project Pele 1-5 MWe HTGR DOD Wyoming demonstration 2027 - real construction + DOD-backed customer. X-energy Xe-100 80 MWe HTGR Dow Seadrift TX 2028-2030 - real industrial-heat customer + Dec 2024 NRC license application + Amazon partnership. Westinghouse eVinci 5 MWe INL DOME 2027 - mature technology platform. These three are the credible commercial path; Last Energy + Oklo + USNC are higher-risk speculative.

HALEU supply is the structural bottleneck through 2027-2028

Centrus Energy Piketon OH HALEU production began Oct 2023 but slow scale-up. DOE HALEU Allocation Programme + UK + Canada government commitments building Western supply chain. Russia was sole commercial supplier pre-2022 (now sanctioned). Without HALEU supply scaling >100 MT/yr by 2028, X-energy + USNC + multiple advanced reactor programmes face fuel shortage.
